Soil, water district levy falls far short in first attempt

NEWARK -- Voters rejected the Licking County Soil and Water Conservation District's first tax levy attempt by a 61 percent to 39 percent margin in Tuesday's election.
The 1/10th-mill, five-year levy, would have raised $370,270 and cost property owners $3.06 per $100,000 of assessed valuation, or less than a penny per day for the owner of a $100,000 home.
The district, which lost more than half its funding in 2010, reduced staff, issued furloughs, cut expenses and used its cash reserves. Some basic programs and services might be eliminated, Jim Kiracofe, the district's program administrator, said before the election.
