NPDES Phase II

As authorized by the Clean Water Act, the National Pollution Discharge Elimination System (NPDES) permit program controls water pollution by regulating point sources that discharge pollutants into waters of the United States. Point Source pollution is a direct source of pollution such as a pipeline or smoke stack.

Storm Water Discharge from Small and Large Construction Activites - Final General Permit

Small Municipal Separate Storm Sewer Systems (MS4s) Ohio EPA is issuing two NPDES general permits that authorize small MS4 storm water discharges.

USEPA National Pollutant Discharge Elimination System (NPDES)
Description: The Phase II Final Rule, published in the Federal Register on December 8, 1999, requires NPDES permit coverage for storm water discharges from:

  • Certain regulated small municipal separate storm sewer systems (MS4s); and
  • Construction activity disturbing between 1 and 5 acres of land (i.e., small construction activities).

Description: According to the U.S. Environmental Protection AgencyThe Stormwater Phase II Final Rule (December 8, 1999) requires operators of regulated small municipal separate storm sewer systems (MS4s) to obtain a National Pollutant Discharge Elimination System (NPDES) permit and develop a stormwater management program designed to prevent harmful pollutants from being washed by stormwater runoff into the MS4 (or from being dumped directly into the MS4) and then discharged from the MS4 into local waterbodies.” To find out more information on this issue click on the following link: NPDES Stormwater Program for Regulated Small MS4s
